Functions

The Public Works Department is comprised of five divisions that fall under the direction of the Public Works Director. The five divisions of the department are:

Responsibilities

  • Maintains roads under the County's jurisdiction
  • Manufactures and installs street name signs and traffic control signs
  • Operates a subtitle "D" Municipal Solid Waste Landfill
  • Operates a construction, demolition, and land clearing debris landfill
  • Operates nine convenience centers strategically located across Greenwood County
  • Operates a curb-side Recycling collection program and processing center
  • Provides enforcement of County's illegal dumping, over grown lots & junk laws
  • Maintains County's vehicle and equipment fleet
  • Provides curb-side collection of County residential yard waste

This Office Does Not:

  • Does not maintain roads located in cities of Greenwood, Ninety Six & Ware Shoals
  • Does not provide curbside household garbage collection

  • Does not have the authority to waive fees without County Council approval

Responsibilities

  • Improve and maintain all roads and bridges under Greenwood County's jurisdiction
  • Install and repair asphalt aprons for driveways, new driveway tile, or culverts on county maintained roads (fees apply)
  • Maintain gravel roads by scraping, providing proper drainage, and adding stone when necessary
  • Maintain road-side vegetation
  • Fabricate and install street name and traffic control signs
  • Construct and repair drainage basins and ditches

This Office Does Not:

  • Provide maintenance on any state, municipal, or private road
  • Pick up dead animals on state roads
  • Install or maintain traffic lights
  • Perform new subdivision road inspections
  • Repair mailboxes that have been knocked down
  • Pave dirt or gravel roads

Frequently Asked Questions

Q: Who do I call to get my road repaired?
A: That depends on who is responsible for maintaining the road. Roads are divided into four categories: privately maintained roads, county maintained roads, state maintained roads, and municipal maintained roads.

  • Private roads belong to private individuals who are responsible for maintaining the roads. These have not been dedicated to public use, therefore, the county does not perform maintenance on these roads. Typically, these roads have yellow "Private Road" signs.

  • County roads are maintained by the Greenwood County Road Maintenance Department. Typically, these roads have green street signs with road name only.

  • State roads are maintained by the state of South Carolina Department of Transportation (SCDOT). Generally these roads have a number designation that contains SC, US or a S-24 sign mounted above the stop sign. If you have any questions or concerns on these roads please call SCDOT at (864) 227-6701.

  • Municipal roads are within a city or town, which are not maintained by the state or county. If you have any questions or concerns about these roads, please call the appropriate municipal office.


Q: How do I place a work order for roadwork to be done on a road?
A: Call the Public Works Department at (864) 942-8662 and provide the following:
  • Your name

  • Your telephone number or the number you can be reached during the day.
  • The name of the road for which the problem is being reported

  • Provide detailed information concerning the problem

  • Provide detailed directions to the problem area (subdivision name, road name, address or lot number, which side of the road, which main road or highway is it located off of, etc.
Q: What needs to be done before a driveway pipe (culvert) can be installed?
A: An up-front fee of $400 must be paid at the Public Works Department prior to the County installing a driveway. Flags will be provided to mark the location. An additional $200 fee is required for paving a driveway entrance.

Q: Who do I call if there is a traffic light out?
A: In Greenwood County, the South Carolina Department of Transportation (SCDOT) (864) 227-6701 maintains traffic signals. Greenwood County does not maintain any traffic signals.

Q: Who do I call a report a missing stop sign?
A: For County maintained roads call us at (864) 942-8662. For State maintained roads call SCDOT at (864) 227-6701. For City streets call the appropriate municipality.

Q: Who do I call for after hours road related emergencies such as a fallen tree?
A: Call Greenwood County Emergency 911. Give them a location and brief description of the emergency. They will contact the proper authority.

Functions

Greenwood County operates a Municipal Solid Waste Landfill designed to meet current SC DHEC regulations. The landfill currently receives approximately 280 tons of municipal Solid Waste per day. No waste is accepted outside of Greenwood County. The county also operates a Construction, Demolition, and Land Clearing Debris landfill. Construction type waste meeting regulatory guidelines is disposed of in the landfill. The county also accepts waste tires at its landfill. The tires are sent to a waste tire processing facility where they are processed and chipped to create an environmentally friendly material that is used in septic tank drain fields. Scrap metal and used appliances are also received and sold for recycling. Greenwood County also provides nine convenience centers strategically located throughout the county for the disposal and recycling of household garbage.

Q: What items are accepted at the Convenience Centers?
A: Household garbage, furniture, mattresses, yard waste, lead acid batteries, used motor oil and filters, scrap metal, appliances (EXCEPT those that contain freon such as refrigerators, freezers and air conditioners are not accepted at Convenience Centers, must be taken directly to landfill on Siloam Church Road).

Q: Where can I dispose of used motor oil?
A: Up to five gallons of motor oil is accepted at all nine convenience centers.

Q: Where can I dispose of used cooking oil?
A: Up to 50 gallons per visit of cooking oil is accepted at the Siloam Church Road, Bucklevel Road and Deadfall Road Sites.

Q: Where do I take used tires?
A: Used tires must be taken to the Landfill site on Siloam Church Road.

Q: Where do I take old gasoline, gasoline/oil mixture or antifreeze?
A: Up to 50 gallons of old gasoline, mixed gasoline or antifreeze is accepted at the Siloam Church Road Site at the Landfill.

Q: Where can I take household recyclables?
A: All nine convenience sites have containers to accept recyclables.

Q: What items are not accepted at the Convenience Centers?
A: Tires, appliances that contain freon, roofing shingles, asbestos, hazardous waste, construction and demolition material, liquid paint, household remolding materials. All unaccepted material must be taken to the Landfill (located at 1115 Siloam Church Road.)

Q: Do the Convenience Centers accept waste from businesses?
A: NO, all business waste must be taken to the landfill located on Siloam Church Road.

Q: Is there a charge for bringing household waste, appliances, tires, and limbs to the landfill?
A: There is no charge to bring household waste, appliances, tires, and limbs. However, all construction materials, roofing shingles, and asbestos will be charged.

Q: How many loads per day can I bring to the Convenience Center?
A: No more than one pick-up truck load per day per site.

Q: Do the Convenience Centers accept out-of-county waste?
A: No. Greenwood County does not accept any out-of-county waste.

Q: Can I leave large items sitting on the ground?
A: No, all waste must be placed inside the container.

Q: Can I dump all of my trash into one container?
A: No. Department of Health and Environmental Control requires that certain items must be separated, and the county's recycling process requires other material to be separated. For any questions see the site attendant.

Q: What is the operating schedule of the Landfill?
A: The landfill is open Monday thru Friday from 7:00 A.M. to 4:00 P.M. Saturday 8:00 A.M. to 12 Noon. Sunday - Closed.

Q: Is the landfill closed during holidays?
A: The landfill is closed for the following holidays: July 4th, Thanksgiving Day, Christmas Day, and New Year's Day.

Q: What material is accepted at the Landfill located on Siloam Church Road?
A: Household garbage, sludge's, asbestos (friable or nonfriable), metal (white goods), yard debris (land clearing), construction and demolition debris, roofing shingles, and tires.

Q: What material is not accepted at the landfill?
A: The landfill does not accept liquid waste, or hazardous waste.

Q: Does the landfill accept paint waste?
A: The landfill will accept paint waste once it has been solidified or hardened. This can be done by mixing the paint with kitty litter or sand.

Q: What should I know prior to bringing asbestos to the landfill?
A: Asbestos is accepted on Tuesday with a rain makeup day of Thursday. The landfill must be notified (1) day prior to bringing asbestos. (See Online Forms under Public Works section - Waste Shipment Record - Residential Asbestos Abatement Project)

Q: What are the landfill rates (cost per ton)?
A: Sanitary ($40.00), Construction & Demolition ($16.00), Inert ($16.00), Metal ($16.00), Sludge ($12.00), Tires (No Charge), Non Friable Asbestos ( $40.00), Friable Asbestos ($195.00)

Q: Do homeowners have to pay to use the landfill?
A: Homeowners can bring their household garbage, limbs, metal (white goods), and tires at no charge. All roofing material such as shingles, asbestos, and construction/demolition materials are subject to being charged.

Q: Who can open a landfill account and how?
A: Anyone that has driver's license, mailing address, and does not have an outstanding landfill account balance. (See Online Forms under Public Works section for Landfill Accout Application and Landfill Charge Account Policy).

Q: Can I bring a mobile home to the landfill? If so, what does it cost?
A: Yes. Mobile homes are accepted Monday thru Friday ONLY from 7:00 A.M. to 2:30 P.M.. Forms must be filled out prior to bringing a mobile home and landfill must be notified (1) day in advance. (See Mobile Home Disposal Policy and Registration forms in Online Forms) Single Wide $200.00 and Double Wide $300.00.

Q: Will the County pick up my yard waste?
A: The County has a limb policy (See Online Forms under Public Works section). The county will pick up yard waste from county residences. A work order must be placed prior to limbs being picked up. Please call 942-8662 for a pick up request. If no one is available, leave your name, phone number and address. It takes approximately 2-3 weeks.

Functions

Greenwood County Recycling is responsible for operating a voluntary curb-side residential recycling collection program that currently serves approximately 19,000 homes per week. The county provides one recycling container to each resident that is located within the cities of Greenwood, Ninety Six, Ware Shoals and other designated areas in the county. The division also operates a recycling separation and processing center where recycled waste streams are separated by type and prepared for sale to the recycling industry.

Responsibilities

  • Accepts recyclable materials from citizens and businesses within Greenwood County
  • Provides containers and recycling information to residents within the collection areas
  • Provides collection of recyclables for public schools and local government offices
  • Provides educational services to the community through tours and presentations to school and civic groups
  • Promotes recycling through participation in Earth Day, Wellness Celebration, YMCA Kid’s Day & Lander University Earth Day
  • Provides recycling containers for household recyclables at each of the County’s nine convenience centers

This Office Does Not:

  • Pay anyone for recyclables delivered to the Convenience Centers or Recycling Center
  • Provide containers for households located outside the collection areas.

A: County Ordinance permits only one blue box.

Q: What can I place in my “blue box”?

A: Paper (newspaper, cardboard, magazines, chipboard (cereal type boxes), phone books, catalogs, books, junk mail, office, computer, colored), glass (clear, brown, green, blue), Plastics #1 & #2 (milk jugs and soda bottles), aluminum cans, steel cans.

Q: What items are unacceptable for my “blue box”?

A: Plastic shopping bags, styrofoam (egg cartons, packing materials), plastic film (bags, wrap), glass (plates, pots, mirrors, windows), plastic grocery bags (return to store), waxed cardboard (orange juice, milk containers), paint cans, no medical waste or needles.

Q: How do I prepare my recyclables prior to placement in “blue box”?

A: Rinse all containers, remove lids or tops, flatten plastic bottles and cardboard boxes. Labels do not need to be removed.

Q: What is my pickup day?

A: If you live in the city limits it’s usually the same day the city picks up your trash. If still unsure call 942-8567 or 942-8754.

Q: What if my pickup day falls on a Holiday?

A: A notice will be placed in your box the week prior notifying you of the Holiday. Your box will be picked up the following week. Ex. If the Holiday is Monday. Your box will be picked up the following Monday.

Q: How can I find out if I’m on a recycling route?

A: Most likely you will see “blue boxes” in your neighborhood being set out once a week for curbside pickup. If not, call our office and we will let you know. If no one is available, please leave your name and number and your call will be returned as soon as possible. You may also email your questions.

Q: Will you pick up large cardboard boxes from a resident that is moving into a new home?

A: Yes. All cardboard boxes will need to be flattened and placed by the curb along with your blue box.

The Fleet Maintenance Department provides routine and preventive maintenance and repair to over 380 pieces of motorized equipment and vehicles belonging to departments and agencies of Greenwood County. Department staff operates and manage the county's fleet fueling system as well as provide 24-hour emergency road service for county vehicles when needed. You may contact Fleet Maintenance at the above location.

Functions

The Fleet Maintenance Department offers support services to all County departments in the area of vehicle and heavy equipment maintenance. The current fleet size is 380 vehicles and equipment with the number increasing annually.

Responsibilities

  • Maintenance and service on County owned vehicles and equipment
  • Perform unscheduled repairs and diagnostics on all County owned vehicles
  • Operate County owned wrecker in the event a County vehicle is inoperable
  • Operate and maintain the County owned refueling site
  • Oversee the annual replacement of aging County vehicles
  • Write vehicle specifications for all County vehicle and heavy equipment bid solicitations
